NFBDM Strategic Plan

This document is the strategic plan for which we expect to be held accountable as an organization by our members, partners and by each other.


LONG TERM GOALS

Goal One: Appearance, Accessibility & Safety

Improve the visual appearance, safety, and ambience of the area through the use of streetscape improvements, curb appeal upgrades, accessibility, and safety

· Promote improvement of landscaping and drive-by appearance

· Coordinate a litter/graffiti removal program

· Develop a comprehensive streetscape plan

· Develop a comprehensive underground utilities plan to include sidewalk widening

· Investigate speed reduction, traffic flow, and crosswalk improvements

· Extend the WAVE to North Fremont Street

· Promote the perception of safety and accessibility

Goal Two:

Promotion

Develop a unified business identity to the public through marketing and networking

· North Fremont Street Banner Program

· Develop a district promotional brochure/map

· Maintain a working relationship with Neighborhood Improvement Districts

· Develop a co-op advertising opportunity

Goal Three:

Economic Vitality

Develop economic vitality within the North Fremont District of Monterey

· Sponsor a Small Business Education Program through workshops

· Maintain strong Holiday Programs

STREETSCAPE COMMITTEE

Goal: to improve the visual appearance and ambience of the area through the use of streetscape improvements, curb appeal upgrades and other related projects and activities

1.  Objective: Help businesses to utilize the Façade Improvement Grant Program to upgrade drive-by appearances

2.  Objective: Develop a Litter / Graffiti Removal Program – organize Earth Day for businesses to clean up property – provide drop box/recycling and help with graffiti removal on North Fremont Street

3.  Objective: North Fremont Street Streetscape Plan – Develop a comprehensive streetscape plan to incorporate underground utilities, signage, building design, sidewalks, drainage, etc.

INFRASTRUCTURE AND ADVOCACY COMMITTEE

Goal: to improve the safety and accessibility of the North Fremont Street business corridor

1.  Objective: Investigate speed reduction, traffic flow and crosswalk improvements
2.  Objective:
Advocate for extending the WAVE to North Fremont Street
3.  Objective:
Maintain priority placement for underground utilities and advocate for a comprehensive underground utilities plan to include widening sidewalks and for City completion of drainage project (see streetscape plan)

BANNER COMMITTEE

Goal:  to maintain our street banner program on North Fremont Street

1.  Objective: Continued coordination of the established NFBDM banner program

MARKETING COMMITTEE

Goal: to develop a unified marketing and networking program to establish North Fremont Street as a distinct shopping, dining and lodging area for local residents and visitors

1.  Objective: Develop a district promotional brochure/map
2.  Objective:
Continue to maintain a working relationship with Neighborhood Improvement Districts

3.  Objective: Create and develop a co-op advertising opportunity for NFBDM members

SPECIAL EVENTS COMMITTEE
Goal:  to create opportunities for interaction between district business owners, managers, staff and to the residents among the three neighborhood associations

1.  Objective: Sponsor a fund-raising event such as: golf/bowling tournament, or luau
2.  Objective:
Distribute AT&T shuttle information for North Fremont Street lodging properties

EDUCATION COMMITTEE

Goal:  to develop economic vitality within the North Fremont business community by providing educational opportunities to improve the business climate and practices

1.  Objective: Coordinate and create an opportunity (quarterly) for interaction between district business owners, managers, staff, property owners, and to the residents among the three neighborhood associations

HOLIDAY COMMITTEE

Goal:  to encourage more business participation in decorating for major holidays to enliven the environment to draw residents and visitors to the area
1.  Objective:
Board member businesses to set an example for others on the street
2.  Objective:
Continued coordination of the Christmas holiday decorating contest with prizes for area businesses
3.  Objective:
Continued purchase of Holiday/MOI banners

4.  Objective: Continued coordination of Festival of Trees

5.  Objective: Continued production and coordination of Monterey on Ice

MISSION STATEMENT

The North Fremont Business District of Monterey is a volunteer driven organization, with the mission of preserving, revitalizing, and promoting The North Fremont Business District, through broad based community support and serving the needs of the local neighborhoods.

VISION STATEMENT

The North Fremont Business District of Monterey will work to create a physically attractive, thriving center for working, shopping and living.  The North Fremont Business District will create and environment to enhance the economic vitality and quality of life for the community.

VALUES

The North Fremont Business District of Monterey is committed to:

· Providing the highest degree of volunteer service with integrity and professionalism

· Providing fiscally sound management, including the development of revenue generating programs

· Promoting revitalization to benefit North Fremont merchants, property owners, residents, and City government.

ASSESMENT SUMMARY

STRENGTHS:
The greatest strengths that we have are our resources.  We have a tremendous quality and dedication of volunteers from merchants, property owners, residents, and City government.  Our potential is limitless.

CHALLENGES: North Fremont Street is a one-mile long, unique, four lane thoroughfare servicing neighborhood, city/regional customers as well as the tourist market.  The area is often mistaken for being in the City of Seaside.  We are challenged to increase safety and accessibility for pedestrians.  One of the most pressing strategies that we are developing is a long-term curb appeal and identity.  In order to maintain support we must develop the perception of unity.

OPPORTUNITIES: We have developed strong relationships with the City of Monterey as well as other Business Districts.  Our volunteer staff is participating in numerous Monterey Peninsula organizations.  These relationships are key to our long-term success.

THREATS: When we first began in 2004 the local economy had suffered a significant downturn since 9/11.  Past history and perception of overwhelming challenges has had an impact on the business community.  A streetscape implementation will bring construction, and interruption of daily business.  Many questions will be asked and challenges made.

We recognize that we must continue to multiply our strengths, face the challenges, seize opportunities, and confront and resolve the threats.
